1. Who we are
Omnis Connect is built and operated by Omnis Technologies LLC, an Arizona limited liability company. Eloy Connect is the name of the Omnis Connect resident application, currently in beta testing.
Where the platform is deployed by a city, the city is the owner of the resident data and Omnis Technologies is the custodian that operates and protects the platform on the city's behalf. The city is never locked in, and its data can be provided back to it on request.
2. Information we collect
Account information
Accounts are created through Sign in with Apple or Sign in with Google. We receive a name and an email address from that provider. We never create, see, or store a password for your account. If you use Apple's hide-my-email option, we only ever receive the relay address, never your real one.
You may optionally add a profile photo, a display name, and topics you are interested in so the app can prioritize what it shows you.
Information you submit
- Reports. The description you write, the category you pick, and any photos you attach.
- Messages to the city. Anything you choose to send through the resident message features.
- Code enforcement responses. Replies and any proof photos you upload in response to a notice addressed to you.
- Business directory submissions. Business details you ask the city to list.
Location
Location is opt-in and per use. The app does not track your location in the background and does not build a location history. Location is used only in two places, both of which you initiate: attaching a location to a report so crews can find the issue, and showing local weather. You can decline location entirely and still use the app, entering an address by hand instead.
Camera, photos, and microphone
The camera and photo library are accessed only when you choose to attach a photo or set a profile picture. The microphone is accessed only while you actively use voice dictation to describe an issue, and audio is converted to text for that purpose and not retained as a recording.
Health and fitness data
If you choose to join a community fitness or marathon event, and only if you grant permission, the app reads workout and activity data from Apple Health to show your progress in that event. This data stays associated with your account for the event you joined. It is never sold, never used for advertising, and never shared with third parties for marketing. You can revoke this permission at any time in iOS Settings.
Calendar
If you tap to add a city event to your calendar and grant permission, the app writes that single event. It does not read your existing calendar.
Notifications
If you allow notifications, we store a device token so the city can send you alerts, updates on reports you filed, and notices that concern you. You can turn notifications off at any time in iOS Settings.
Basic technical and usage information
We record limited operational information such as app version, device type, error and crash details, and which features are used, so the platform can be kept working and improved. This is used for reliability and product quality, not for profiling you.
3. How we use information
- To route your report to the right city department and keep you updated on it.
- To let the city respond to your questions and messages.
- To show you city news, alerts, events, meetings, and notices that are relevant to you.
- To answer your questions through the in-app assistant.
- To help the city understand service demand in aggregate, for example how many potholes were reported in a month, so it can plan and budget.
- To keep the platform secure, diagnose problems, and prevent abuse.
What we never do
- We never sell your personal information.
- We never use your information for advertising, and the platform carries no ads.
- We never build behavioral profiles to target, score, or manipulate residents.
- We never track your location in the background.
- We never use the AI assistant to monitor residents or to build a case against anyone.
4. How the AI assistant works
The in-app assistant answers questions using verified city information and official city sources. It is a guide that points you to the right department, explains a process, or helps you start a request. Your question and the relevant city information are sent to a language model provider to generate the answer. Conversations are used to answer you and to improve the accuracy of the assistant. They are not used to monitor residents, and they are not used for advertising.
The assistant can be wrong. For anything official, binding, or time sensitive, confirm with the city department directly. Contact details are provided in the app.
5. Who we share information with
Your information is shared with the city that operates your deployment, because that is the entire point of the app: the city needs to see your report in order to act on it. City staff access is governed by role, so each staff member sees only what their job requires.
Beyond the city, information is shared only with the service providers that make the platform run. These are limited to categories such as:
- Cloud database and file hosting, located in the United States.
- The language model provider that powers the in-app assistant.
- The speech-to-text provider that powers voice dictation.
- Apple Push Notification service, for delivering notifications.
- Apple and Google identity services, for sign-in.
These providers act on our instructions and are not permitted to use your information for their own purposes. We may also disclose information where we are legally required to do so, such as a valid subpoena or court order, or where necessary to protect someone's safety.
6. Public and non-public content
Some things you submit are meant to be seen by the city, not the public. Reports, messages to the city, and code enforcement replies are not published to other residents. Content the city itself publishes, such as news, alerts, events, and meeting summaries, is public by nature. If a feature ever displays your submission publicly, the app will say so before you post.
7. How information is protected
- Data is encrypted in transit using standard HTTPS and TLS.
- The database uses row-level security, so a resident account can only read its own records.
- Staff access follows the principle of least privilege, governed by role, and can be reviewed and revoked.
- Sign-in is delegated to Apple and Google, so there is no password for us to lose.
No system is perfect. If a security incident affects your information, we have a process to detect it, respond, and notify the city so that residents can be informed appropriately.
8. How long we keep information
Information is kept only as long as it is needed to serve residents and support city operations, or as long as the city is required to retain it under public records law. Reports and their history are retained so the city has a record of service delivered. Operational logs are kept for a limited period and then discarded. Nothing is retained indefinitely without a purpose.
9. Your choices and your rights
- Access. You can request a copy of the personal information associated with your account.
- Correction. You can edit your profile in the app, or ask us to correct information.
- Deletion. You can ask for your account and associated personal information to be deleted. Some records may be retained where the city is legally required to keep them, in which case they are disassociated from your identity where possible.
- Permissions. Location, camera, photos, microphone, notifications, calendar, and health access can each be turned off at any time in iOS Settings, without losing access to the rest of the app.
- Withdrawal. You can stop using the app and delete it at any time.

10. Children
Omnis Connect is intended for residents aged 13 and older and is not directed at children under 13. We do not knowingly collect personal information from children under 13. If you believe a child has provided us information, contact us and we will delete it.
11. Changes to this policy
If this policy changes in a way that materially affects how your information is handled, we will update the effective date above and, where appropriate, notify residents in the app. Continued use after a change means you accept the updated policy.
